English Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest poll of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to support their finances, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of councils seeking to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and using financial reserves to weather increasing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan featured the sale of a shopping centre in Rainham and a community venue in another town to raise £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will also be sold under the strategy.

Council Tax Increases and Wider Fiscal Strains

The survey of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to raise council taxes next spring to address the growing cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and financial savings,” said a council leader.

He added: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Forecasts

Research of county councils this week also found local finances being strained by the growing number of young people and adults requiring Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper setting out those reforms was recently delayed.

Deprivation and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of challenges confronting local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised social care provision in the past 12 months, the survey found.
